For unreal tournement pc it says something like use the summon enable cheat or something to summon a weapon how do i summon a weapon?

You need to sacrifice a sheep and 2 lamas before summoning anything. But then again just getting to that part in the game is hard enough....

I don't know where you got your summon code from, but from what I see it's the same old console trick. Check here
