Yes or no? I was thinking of Mega Man but what would I need?

You want to make a mega man game? As far as I know you would need permission from the makers of mega man. As far as making a nes cartridge, you would probably need permission from Nintendo. All this could be fairly tricky to do. You must have some computer processing knowledge, right?
If so, there's probably a computer program out there you can use. You might have to keep your masterpiece to yourself. |

It's possible, but kinda depends on what you're trying to do.
The most important part of making an NES game would be to learn how to program in 6502 Assembly and how it relates to the NES hardware. Once you've learned how to program and actually made the game, you would be able to play it: a) in an emulator, b) by buying a flashcart, or c) by building your own cartridge (not likely) It's not illegal to program unlicensed games for the NES, but if you're trying to put Mega Man in there you might have some problems.
