Lets see

you can catch/battle Drifloon in front of the Valley Wind works EVERY FRIDAY MORNING.

And Lumineon ( if thats what your talking about ). I got mine by evolving a finneon.

And if you wonna catch Lumineon, then look at this:

Diamond- Uncommon. Routes 205, 218, 219, 220 and 221, Fuego Ironworks, Iron Mountain, Canalve City, Valley
windworks. ( fish w/ super rod )

Pearl- Uncommon. Routes 205, 218, 219, 220 and 221, Fuego Ironworks, Iron Mountain, Canalve City, Valley
windworks. ( fish w/ super rod )

46=Wormadam. A trainer on route 214 has one

65=Drifloon. Go to Vally Windworks on a Friday

80=Barboach. Fish with good rod on route 208

134=Finneon. Fish on Route 205 with a good rod

You can get pal park when you unlock all 150 Pkmn in sinnoh.
(And Beat the elite four)........

Make sure you have GBA games to migrate

courtnee you don't HAVE to beat the E4 to get Pal Park, it just helps to see all 150 pokemon.

Note:you cant send the pokemon back to the gba pokemon once migrated to D/P

And u can only migrate 6 pokemon a day.
Not including the first day.

yes, you have to wait 24 hours

however, you can migrate from more than 1 game per day. If I had 2 Ruby's, I could migrate from them both in the same day.
