Can someone, anyone, consider a good moveset
for an Impish Empoleon and Rash Torterra?

Impish is a really bad nature for Empoleon. It's not as bad as Adamant or Naught, but it's still bad. I'd try for a different one.

As for Torterra, it's not quite as bad. Use a CB set (Wood Hammer, EQ, Stone Edge, Crunch) or a support/attacker (same but with Stealth Rock/Roar over Crunch).

As for Empoleon, I'd use:

Empoleon@Leftovers
Calm Nature
You don't use EVs as far as I know
-Surf
-Ice Beam
-Grass Knot/support option (Stealth Rock, etc)
-Roar

I don't know if Empoleon can work as a sweeper so please tell me if it can't.

i am quite far in the game and i have a Torterra too. I was looking for help on getting the 8th badge, but i'll try to help you. it has a Serious nature, and the best moves are / i have are Crunch, Razor Leaf, Earthquake and Grass Knot / TM. If that helped PLEASE help me find a way to get to Sunyshore City!!!!!!!!!!!!! >> Courtnee. -- Pokemon Pearl

Woops, i don't know what i was saying up there but i really do need help getting to Sunyshore City and getting the 8th Gym Badge!! PLEASE HELP!

With all the resistences, it's a good defensive pokemon and a good Stealth Rock user. Try:

Empoleon
Calm Nature
Surf
Ice Beam
Stealth Rock
Roar/Grass Knot

Or if you feel the call to make Empoleon a sweeper there's always:

Empoleon
Modest Nature
Surf
Ice Beam
Grass Knot
Agility
