If you can't breed legendary pokemon how come on websites like serbii have a how many steps it will take to hatch?

So they take the game apart and read the info on it?
Wouldent they be able to get all the games secerts? I still don't get how you get legendary eggs? |

They simply take all the info off the game, analyze it, and get a reading for every pokemon's egg step hatching. There's no legit way to get a legendary egg, and the number doesn't matter, it's simply there for knowledge. If you were to SOMEHOW get one, it would end up being that number of steps. So, instead of simply saying "It's impossible", then someone hacks and gets one, they provide information which COULD be useful to a hacker.
