milotic is the bomb! the only downside is feebas is really hard to find, and can only be caught with a super rod, which can't be got until after the e4...

roserade's a good grass type though, and budew's easy to catch really early on
Signature height limit exceeded. Please read the signature rules.

And if u DO catch a Budew, U need to use a Shiny Stone,
To evolve a Roselia to Roserade.

And to make Feebas evolve to Milotic,
U need to max out it's Beauty and level it up.

Depends. Do you want a Physical Water, or Special Water?
Gyarados for Physical.
Milotic for Special.

And for the Grass poke, I'd say Leafeon (which you can get after the E4).

+2 vs. Chaotic Evil
I'd recommend Torterra. It's a Grass and Ground type.
