Gotta beat the game first, then he'll appear every so often (every several days) at the Pokemon Mansion's garden.

Or alternatively, if you have Fire Red or Leaf Green, you can get the Eevee in Celadon City and trade it over.

I think he does. That is the only way to "trade" from the older versions to my knowledge.

In order to go to the pal park, you must complete your pokedex, then talk to Rowan and he gives a a Nationaldex, which allows you to trade from older games.

after you beat the elite four you need to go to pal park to get the national dex and then go to hearthome city and talk to bebe, then she'll give you an egg with an eevee in it.

If I recall correctly, I think Bebe gives you an actual Eevee, not an egg of one.

She gives a level 5 eevee. Bebe lives right beside the pokemon center.
