No. They're not.

Houndoom and Espeon's higher stats are their Sp Atk, so teach them moves that use Sp Atk, in other words Dark Pulse > Crunch on Houndoom. There's also no need to have Future Sight on Espeon when you already have Psychic unless you're paranoid about PP. And there's no reason to use Protect on him either.

Luxray's higher stat is his Atk, so teach him moves that use Atk, in other words forget Charge Beam. Also don't use Swagger, you can easily end up paying for it (well, probably not in-game, but it's still bad).

Seerow is right.

Try these:

Houndoom
Ability: Flash Fire
Flamethrower
Dark Pulse (TM)
Solarbeam (TM)
Sunny Day (TM)

You could also use Nasty Plot and Will-o-wisp (TM) instead of Sunny Day and Solarbeam.

Espeon
Ability: Synchronize
Psychic
Shadow Ball (TM)
Signal Beam (Move Tutor)
Morning Sun

Luxray
Ability: Intimidate
Spark (Same power as Thunder Fang with a little better accuracy)
Crunch
Iron Tail (TM)
Magnet Rise (Move Tutor)

Now I have to find another move for my leafeon then. I had shadow ball on Leafeon..what do you think about putting Iron Tail in place of shadow ball instead?

Depends what your other moves are. Iron Tail isn't ideal if you can think of something better, because Steel type attacks have poor type coverage (only super-effective against Rock and Ice, not-very-effective against many common types). Leafeon unfortunately doesn't really have a particularly good movepool - your best bet is probably Swords Dance, Leaf Blade, Return, X-Scissor. You can use something like Wish, Grasswhistle, or Synthesis on there instead of one of the moves if you'd rather.

I think you should gather up some shards and teach Luxray Thunder Fang, Ice Fang, and Fire Fang, and keep Crunch. In my opinion, it's a great moveset.
Espeon should know Signal Beam.

Why Thunder Fang? Spark has the same power, better accuracy, and a better chance of paralysis than Thunder Fang has for flinching. You could replace Iron Tail with either Fire Fang or Ice Fang, though.

Nah..too many elemental attacks for me, besides I have ice and fire type attacks already covered as well as electric too.
