Good choices but I was thinking about using Volt Tackle on Pikachu. Should I evolve it or not? What level would be a good level to evolve Pikachu? I was thinking about raising a Blissey. Other than Blissey what are some good pokemon? I still need 3 more good pokemon choices.

Volt Tackle is another option for Raichu (wouldn't use it on Pikachu, because Pikachu's defenses can't handle the recoil), but I prefer Thunderbolt, because 95 Base Power + STAB is still very strong, it also has 100% accuracy, you don't have to worry about recoil damage, and you can use a nature that lowers physical attack power without it affecting you.
As for evolving Pikachu, both options are acceptable (as long as Pikachu is holding a Light Ball). You need to choose between better HP and defenses and the ability to learn more TMs (like Focus Blast), and stronger offensive power but weak HP and defenses (the glass cannon strategy). I personally prefer Raichu. If you're going to evolve it, do so at L26 when it learns Thunderbolt.
Do you have access to FireRed, LeafGreen, or Emerald? If so, raise a Blissey from there and teach it Seismic Toss from the move tutor in those games, and Pal Park it over. Softboiled is also a necessity on Blissey. You can also get a Blissey and teach it Seismic Toss (as well as get a Lucky Egg item) in XD: Gale of Darkness, but you wouldn't have any control over the nature.

I can't get a Blissey with Seismic Toss. What are some other good moves for Blissey? Besides Soft Boiled. What would be a good nature for Blissey?

What would a good nature be for Magmar?
Edit: Had to ask another question.

Softboiled is better than Wish for in-game purposes, and both is silly. Plus if you can't get hold of SToss Blissey your chances of getting a Wish Blissey are slim to non-existent. You can use Aromatherapy, Thunder Wave, Ice Beam, Flamethrower, and Thunderbolt. Bold nature is best.
Magmortar (assuming you want to evolve your Magmar at some point) wants a Modest or Timid nature for in-game purposes methinks.

You have too many movesets where you are using more than one move of the same type. Magmortar's moveset is horrible, to be frank - you don't need more than one of those Fire moves, and it shouldn't be Fire Punch, because Magmortar has high special attack. What's that moveset going to do against anything that resists Fire? U-turn (or better still, Return) would be by far preferable to Fly on Staraptor, since Fly is a bad move and you already have Brave Bird, but since this is an in-game team I guess you want Fly on someone for travelling around. You don't really want Surf on Floatzel, Waterfall would be better since his physical attack is higher than his special attack, and even then I'd rather you found a different typed physical move since he's already using Aqua Jet as a Water attack. Raichu might possibly want to replace one of the Electric attacks with another typed attack, but since one of those attacks is physical and the other special, it is excusable since Raichu's base physical and special attack are the same.

Agreed with Seerow, although I'd prefer using Waterfall (replace Surf) and replacing Aqua Jet. Also, with a mixed moveset on Raichu, you're going to need to use Timid for its nature. Since you've already got Sunny Day on Magmortar, Solarbeam would be an excellent choice to replace one of the Fire attacks.
