Changing the DS Clock

Say I have an eevee and i want it to evolve into an espeon.

I get my eevee's happiness to max, but it's night time.

Can i change the DS time to the day and go ahead and evolve my eevee, or will I be forced to wait another 24 hours?

Changing the clock to obtain a certain Eeveelution should work methinks. You should probably save before trying it in case it goes wrong.

changing the time will work, but bear in mind that next time you try to migrate, the game will say that the internal clock has changed and the game will have to be syncronized. then you'll have to wait 24 before can actually migrate.
