If possible, you want Blissey's attacking move to be Seismic Toss, not Egg Bomb. If you can't get Seismic Toss, you'll probably want Ice Beam. A status move like Thunderwave, Sing, or Toxic is a good choice for the 4th move.

For the VGC, I wouldnt reccomend Using Blissey. It is a much faster paced and using a pokemon that does nothing but absorb special attacks will die quickily.

Have you been there or something? Anyway, Blissey is more of a Special Support Wall isn't it? i was thinkink something like a spiritank. how about endure-endeavor(as if a pokemon can even learn it)?
