Well, my favorite pokemon is Gardevoir, and I was thinking of raising a nice one... Here's my thoughts:
Modest Nature
-Psychic
-Shadow Ball
-Thunderbolt
-Energy Ball? (Not sure)
252 SA, 252 SD, ?? SP
I don't know if those are the right numbers, but the top to each SA and SD, and leftover for speed... I didn't feel like looking up the exact numbers before this, but will when I go to train it.

It definetly looks like you want a offensive version of Gardevoir.
There are two ways you can acmplish this, either with a calm mind set that is a bit bulky or with a choice sepcs set that will hit harder faster.
The choice set is as follows:
Gardevoir@choice specs
Timid
252 sp. atk / 252 speed / 4 hp
Psychic
Shadowball
Focusblast
Trick
With choice specs you are able to come in on something that fears Gardevoir or something that cant hurt Gardevoir after Trace (Such as a Jolteon's Volt Absorb or Heatrans Flash Fire) Then you can hit something incredibly hard with an attack. Focus blast and Shadow Ball will give you perfect coverage while psychic gives you a strong STAB attack. Trick is there to allow you to royally screw a switch in once you find out your opponents counter to Gardevoir.
Gardevoir@leftovers
Timid
56 HP / 252 Sp. Atk / 200 Speed
Calm Mind
Will-O-Wisp
Psychic
Thunder Bolt
The calm mind set is a bit bullkier but will allow you to still hit hard. Gardevoir is able to take special attacks great after a few calm minds and WoW enables you to cripple Physical Attackers who switch in.

The remaining number for Speed is 4. 252 + 252 = 504 allowing for an additional 4 EVs and two "dead weight" ones.
Also, if you want, you could use a support set (click (http://www.smogon.com/dp/pokemon/gardevoir)). Though this would depend on the rest of the team. Unless your using this for in-game play where an offensive set will suffice.

Why use Trick on a Choice Specs set? You'll have to switch after using Trick, which defeats the purpose of it.

No you won't. After you trick the Choice Specs away you will no longer be effected by the items side effect and you will be able to use a different move next turn.

I think you need to take another look at what exactly Trick does. :D

Aren't you thinking of the Choice Scarf/Band?

No the choice specs. Choice specs is the special version of choice band.
