Well, statistically... I think it's a bad idea, since you don't get any EV's... Someone with more knowledge on the situation, confirm or correct this.
If you used just rare candies on a legitimately caught pokemon, in my opinion, no... It's not hacked. However, your huntail would be, unless you traded a level 1 clamperl.

If you want to get the most out of your Pokémon, using only Rare Candies is a bad idea because they would get no EVs. See the stickied information topic for more information about EVs. As for whether people consider it hacking or not, I would guess that varies on the person. If you want to battle someone you should probably tell them about it and ask if it's ok with them.

A "hack" Is anything that an outside object (the action replay in your case) affects the game. But by using your action replays to get rarecandies most people would not consider your pokemon hacked. If you did hack your huntail though (did not trade a lvl 1 clamperl) then that pokemon is hacked and is frowned upon using in battle by most. If you do want to use it make sure that your oponent knows.

Then those pokemon are nto considered hacked, but even if you dont train for evs, some random evs are better then no evs so your pokemon may be weaker then a pokemon you trained.

well, I asked about this in my EV training thread alraedy on the other side of these pokemon forums.
Using rare candies to level up should be safe, assuming that you FIRST ev train your pokemon, before using the rare candies, after maximum EV total (you can check if its filled up to the max - just trade it to emerald/saphire/ruby and go to slateport market and talk to the woman next to the energy guru with your target pokemon put as lead)
so it shouldn't matter how you level up your pokemon after first ev training them.
At least this was the answer I was given, it should be safe to level up normally after full Effort Values on your pokemon, whether its done by battling elite 4 or rare candies shouldn't matter then.

There is a person who tells you if your pokemon is fully trained in Sunnyshore. Its the house that you buy ribbons or something. Its on the bottom and just north of where you enter the town iirc.
