Smogon Blissey Confusion

While on Smogon looking for a moveset for Blissey, I found that one of the movesets say to teach it Wish. Going to Serebii to see how to achieve this I learned that Blissey can't learn Wish through leveling up or breeding. What's the dillio?

Its probably a Platinum move tutor move, either that or its healing wish which blissey learns by lvl up.

I could be very mistaken, but I think it's an event move, which is why it isn't seen often (as you can't use it with egg moves). I might be thinking of a different pokemon though.

There was an event in New York that offered Chanseys with Wish. I think they did the same with Kangaskhan, too.

Yes, the Pokémon Store (I forget its proper name these days) in New York did a giveaway of various Pokémon with moves that they would not learn any other way, including a Chansey with Wish (which obviously evolves into a Blissey with Wish). The likeliness of you obtaining such a legitimate Chansey (or Blissey) is somewhat slim, as this was a one-off event, so there are very few of them around, although you could probably get one from someone at Smogon. The chances of you obtaining one with desirable IVs or natures is quite remote. If you want one, your best bet is the Serebii forums or Smogon forums. I highly doubt anyone on GameWinners has a legitimate one.
