How, exactly, do you get a Pokemon to learn a move it learns before it actually evolves in your Pokemon? For example, Vespiquen. You get one by evolving a female Combee at level 21. However, according to its movelist, it learns several moves, as Vespiquen only, prior to 21. I don't know of any way to acquire a Vespiquen at level 1 or 3 or whatever to get access to all of those moves.
I mostly ask because Defend Order and Confuse Ray are among the moves she learns pre-21, yet I can't touch them.

The move tutor's house is located in Pastoria City. He will teach you a pokemon's previous moves in exchange for a heart scale. That's how you do it.
