I have spent 3+ hours at various times trying to find this place. I have gotten lost in Falls Church metro and have ran around flooded metro and the wharf and can't find the place.
I just want the bobblehead.
Also, how exactly does self repair work? I have about 60 points in it, yet I don't have a clue.

In order to repair an item you must have a duplicate of the item, and then you take that extra item and repair it with the current one you are using. Special items such as ol faithful can be repaired with a general hunting rifle...unfortunately a Chinese assault rife cannot be repaired with a normal assault rifle

The flooded metro just south of Wilheim's Wharf leads directly to Arlington South. The office complex across the bridge leading to the Anchorage war memorial, you know?

Alright, more questions.
1.Where do I sell bad people's fingers?
2.Where can I get nukecola quantums? I have 16, but I thought the formula was suppose to end the quest and it didn't.
3. How did I miss the Rescue to Paradise part? I just went to little lamplight and everything worked out and I didn't get the achievement nor go to paradise falls.
4. I need to hack 9 more terminals, any place where there are a few easy to get to?

1: The Regulators' HQ. It's a farm house (lack of a better term) north of the Wheaton Armory, west Canturbery Commons, if I remember correctly.
2: Sans the places the shipping list mentions, I don't know of any places with more then one bottle of Quantum. It's really one of those where it goes easier if it's not your number one priority. The formula from what I've heard, is for an unrelated, and unmarked quest.
Might I suggest Reading this article (http://fallout.wikia.com/wiki/The_Nuka-Cola_Challenge#Bottle_locations) over at the Fallout wiki for locations on Quantum.
3: I don't know what to say to this one. I skipped it by using the child at heart perk to goad the mayor. I did end up rescuing the children at paradise falls. But I don't know if it gave me the achievement, seeing as I have the PC version and play without the LIVE account option.
As for that fourth question, I wouldn't know of any places.

3: When I did it, I talked to the chief about helping him about to gain access to Little Lamplight. That activated the quest and the next part was to go to Paradise Falls to get the kids out.
Well, I actually didn't go rescue them, since I just talked my way in using my high speech skill... <.<

Yeah, my game is bugged or something. I ran in and shot up the place and talked to Sammy and the quest started. The other two kids vanished, Rory or whatever died since I shot the place up, but Sammy won't leave his corner now.
