Yeah, but you saw the way they looked at each other during their gym battle.

Or what they did in the end of Ghost of the Maiden Peak episode... Well, Misty for certain has feelings for that black-haired rugrat. (Pokémon 2000, song called Misty's Song, Pokémon G/C/S: Misty's date, if Red is considered as an ingame version of Ash, etc.) Don't know about Ash.
The Ghost of Maiden's Peak.

Also there eas an episode when they were traveling trough the Orange Islands where they help these 2 younger trainers. Each of them had a Nidoran, the girl had a girl Nidoran, and the boy a boy Nidoran. The 2 Nidoran's fell in love, but the 2 trainers were rivals and didn't want them to see each other. (Skipping to the end...) Team Rocket tries to steal the 2 Nidorans, and fail.(like always.) Then they kiss and evolve to Nidorino and Nidorina. The Tracy says "Was the battle that made them evolve, or the kiss?" Then a blushing Misty smacks him to the ground.(I forget what she says when she did that.) Then Ash asks "Do people change when they Kiss?"
And Misty responds "We'll just have to try it some time."
I believe this episode is called "Where for art thou Pokemon"
There's been other times when Misty has flirted with Ash after this. Like after he gets home from the Hoenn leuage. I to lost track after a while. Mainly half-way through Johto and through Hoenn. So I don't know everything that happened between them. Hope this helped answer your question.
Also just for the record this probably should have been posted some where else.
