I wanna test a Rain Dance team. WER proved to me the strength of one. But I must know one thing first. What are the specifics of how the Wet Rock works? If the pokemon holding one uses Rain Dance, and then switches out, does the rain still last the eight turns? Similarly, if a non-holder uses RD, and a holder switches in, does the rain still last only five turns?

If you switch out then, yes. It still works for eight turns. It's like Kyogre/Groudon/Tyranitar starting then switching out. The effects last for just as long.
If a holder switches in, then no. It does nothing. Other than you have a different PKMN in with an item that is useless until the rain subsides.

If the holder uses Rain Dance, it'll last 8 turns. Otherwise, 5.
