Budew evolves from happiness into Roselia and Roselia learns Leech seed at 16 .. If I evolve budew after level 16 will Roselia still learn leech seed even though its past 16?

Not naturally. But bring a heart scale to the move tutor in Pastoria City, and you can teach it.

i find that it is easier to get a heart scale b4 your beat the E4. It is easier because you get new items to find afta you beat them.
