How do you do that? Are you able to trade from GBC to GBA or something? I'm just trying to complete my national Dex without any kind of cheating and plus, I miss my Miltank.

All of the Jhoto Pokémon are available in some way, either in FRLG, Colloseum, or in DP with Radar help. Check Serebii for individual Pokémon.

No, there is no way to transfer Pokemon from G/S/C/R/B/Y to the 3rd/4th gen games. This is because Hoenn introduced Effort Values (correct me if I'm wrong), Natures, Abilities, and other things that were not present in the 1st and 2nd generations. Plus, the cable used to trade from GameBoy Color does not work with the GameBoy Advance.

Don't worry, you're not the only angry one.

As for getting Johto Pokemon, they can all be obtained in-game. The only Pokemon I know of that cannot be found in either Diamond or Pearl include the 1st, 2nd, and 3rd generations starters, legendaries, and, for some odd reason, Tropius of all Pokemon.

To be technical, IVs were changed from 0-15 to 0-31 (with special attack and special defense getting a separate IV, they were still the same in GS to maintain compatibility). EVs existed, but all stats could be maxed (they basically existed to deter Rare Candying). Plus TMs were entirely reworked, so if you imported something holding a now-nonexistent TM like Icy Wind or Curse (they're tutor moves now) it would screw up. So yeah, that's why.

A few Pokémon not named Tropius can only be obtained in other games; I'm not exactly sure which ones.

Oh, but all the Jhotos can be obtained but Tropius without other games. I think.

To get the Johto Pokémon, you must use Pal PArk and a GBA game to import the Pokémon from said GBA game. You gain access to Pal Park after you complete the Pokémon League and see every Pokémon in the Sinnoh Dex.

Some such as Delibird appear in swarms

So I'm guessing that MOST Jhoto pokemon appear in the wild in either Diamond/ Pearl or R/S/E and that I have to transfer through Pal Park?

All Johto Pokémon except the ones you can only get through events (Lugia, Ho-Oh, Celebi) can be obtained in either Ruby, Sapphire, Emerald, FireRed, LeafGreen, Diamond, or Pearl.

If you factor xd and colusieum, ho ho can be acquired in colusieum and lugia in xd and trade to a game boy game to diamond or pearl. celebii though is still event only though

Colosseum also provides all 3 legendary dogs at once and the first evolutions of all 3 Johto starters.

I know, but the legendaries that don't appear easily are different. I want to get as many fair pokemon as I can.

you can get totodile in pokemon emerald. All you have to do is catch all the Hoenn pokemon then go see Professor Birch and take your pick out of Chikorita, Chindaqual or Totodile.
