I like to have a move of each Pokemon's type for their move sets and i prefer having them hold plates or other move boost items. Arceus is only 80 i just caught it and it can't learn surf.

Even if Arceus can't learn Surf, you can make it water-type and have it use its normal attack. Since you already have Empoleon, you don't need that. You can, instead, use Dragon, like the other guy said. You need to be able to take out Garchomp without opening yourself up to another Fighting/Fire weakness (like Ice). Your team doesn't have to worry about Ice Beam as it is (especially with Empoleon in), so it's not like putting in someone weak to Ice is exactly gonna kill your team off. Since Arceus kind of can't LEARN Surf, put Taunt in its place. I know someone is gonna say something about how I love Taunt too much, but with 120 Speed, it's not like it's exactly a bad idea.

You should give it Draco Meteor there to give it a "specsmence" feel to it. If you want to counter Garchomp, you should use something like Grass/Bug Arceus so that there's at least a resist to Ground in there. Too bad there's no Flying Arceus.

couldn't you just give it a sky plate?
that would make it flying type.
