You found both Goldbob and General White, right? If you did, White should be asleep inside of a house at the Fahr Outpost. Jump on him a few dozen times (You might have to have Bobbery with you, I'm not sure.) and he should wake up. Anyway, you'll talk, and then he'll go outside to prepare things for you. Now go out and talk to the mayor. The rest should be easy to figure out.
