I get the part about maxing the happiness, but in order to clarify, does the happiness have to be maxed out during night or day(depending on the Pokemon), or can it be maxed out ehenever and just level up during whatever time of day?

It depends on the pokemon,if pokemon is for example:Riolu,it will evolve if happines is maxed and if it levels up by daytime
or,if the pokemon is for example:ChIngling,it will evolve if happines is maxed out and if it levels up by night time OR in dark places like MT.Coronet
some pokemons for example:Cherrim,it will have diferrent forms if it evolves by Daytime or Nightime.

Chris is correct: The point at which happiness is maxed does not matter, only the time when the Pokémon levels up.

I thought it's the sunlight (Sunny Day effect) that makes Cherrim bloom.

it is, time of day does not matter for cherrim
