The pokemon that use returns, back into the pokemon switches places with another pokemon on your team. It the same with U-Turn expect it attack than returns back to the pokeball.

the pokemon returns, and the new pokemon sent out will have the same stat changes as the pokemon who used it.
consider a ninjask who uses swords dance, then its ability raises its speed, then it uses baton pass. the pokemon you send out will have its attack and speed boosted.
you can also pass substitutes

Baton Pass also passes the effects of Leech Seed, Perish Song, and Mean Look/Block. I think there may be others, but I'm not sure.

so lets say i had a jolteon and i used baton pass to a shuckel ..will shuckel have joelteons special attack and have its own defense and special defense

Uh, no. It passes stuff like Swords Dance or in Jolteon's case, Substitute/Agility/Charge Beam. So Shuckle would have doubled Speed with an Agility passed to it, but not Jolteon's Speed stat; indeed it would still be quite slow.

No. If you changed Jolteon's stats in any way (like with Agility) or used any of the moves in Chris is me's list (most commonly Substitute) the Shuckle would get those stat boosts applied to its own stats plus Subs and whatnot.
