Hmm, im not sure. Although there is only a 4% chance of finding it or something like that. I found mine in about 15 minutes. It was night time though. Was it night time when you searched?

You need the national and a GBA game to find one.

You can also just trade your Haunter, of course, but if you want a wild Gengar for some reason Nintendo thought it'd be brilliant to make you wait until the national dex.
