When I go to the union room, are people supposed to be there? Do I need peoples friend codes for this or do I have to be in close proximity to them? Is it just a place to go to meet people from around the world or only your friends?

Anyone that is close to you playing the same game. You can only meet your friends once you have their FC and are in the WiFi zone (not union room)

That kinda sucks, Pokemon should make some social like that in the future i think.
