Trophy Garden after obtaining the national dex. Talk to the owner, everyday he says he finds a pokemon in his garden. Talk to him everyday until he says that there are Porygon in his garden.

I beleive that if you save before you talk to him if you don't want the pokemon he says you can turn the DS off then back on and talk to him again until he says the pokemon you want.

If you save before, then yes, you can soft reset for the "pokemon of the day" in the garden.
