yes, thats how u get riolu. You get it 2 evolve by leveling it at max happiness. Try using the happiness increasing berries (hondew, pomeg, etc.). Other methods include:
-soothe bell (walk around 4 about 1/2 hour)
-get a massage at veilstone (house at south west of town. HELPS to get riolu happy)
-battle w/ it. (not suggested)

You get a Riolu Egg at Iron Mountain form Rily ( however you spell it )

And you must max out his happiness for it to evolve.

You can also give it vitamins like carbos, hpup, protein etc.

Also, it can only evolve in the daytime.

I thought it only evolved in the morning.

No. As long as its still daytime it can still evolve.

Basically, if you just raise it and maybe give it soothe bell you'll be fine. It's ludicrously easy to max out happiness.

I am a huge fan of using the EV-lowering berries that takes away 10 EVs of a certain stat in exchange for a little happiness. If used before you start EV training, they can make a huge difference. I always make sure I have a large supply of each.

But if you don't have any of those yet, refer to the above suggestions.

And yes, anytime during the day it can evolve.

20 days of bumpage! Woo!

Again, it doesn't take that long especially if you aren't ev training and are just playing for fun.

Oddly enough, you can actually get something happier just by walking around with it in your squad. Happened with my Salamence when I was trying to teach it Draco Meteor.

yea to build on what seerow said, every 256 steps gives it 1 "point" of happiness.
to get rioulu to evolve, you'll need 220 points
vitamins give it 2 points, soothe belle increases all point gains by 1, and a massage gives it 3, so just give it all the vitamins you can, get it massaged, give it the soothebell then ride your bike for a while

forgot to mention, they start with around 70 points of happiness so that takes a decent chunk out right there

And you know this... how?

First, you need max happiness to evolve, which is probably 255 considering that's the max value of an unsigned 8-bit integer (that's why EVs max out at 255). If what you're saying is true, each 255 (not 6, DP messed with the step counter) will give you a "point" in happiness. I doubt the vitamins only give 2 points, berries take away 10 EVs and (I think) give 10 points of happy, so maybe there's a "10" system involved or something. Soothe Bell simply doubles every happiness gain; it doesn't add one.

The rest of this stuff I know less about than... a thing that knows little.

Basically, train it and it'll evolve.

thers a certain spot in fuego ironworks i believe mabey the other one, any way there is a spot where if you tape down the "UP" button you will continuosly walk and by morning it will be mak happiness.

I know some from Serebii, and some from a random guide somewhere.
