Think of the one in Pastoria as a move relearner, rather than a move tutor.

Almost. Some Pokémon when fully evolved get some moves that the Pastoria tutor can teach (Medicham gets the Punches there for example). In Dragonite's case IIRC you have to go to the tutor in Pokémon Emerald that teaches the Elemental Punches. The only tutors in DP other than the relearner is the "hyper beam-like" starter guy (don't use him) and the Draco Meteor tutor.
