So... you want:
-Mixed Wall
-can use Spikes/Stealth Rock
-can use Whirlwind, possibly Roar
Bastiodon can Roar, set up Stealth Rock, and is a mixed wall. However, it has 4x weakness to Ground and Fighting, so... be careful of that.
Next best fits for your requirements:
Skarmory (Spikes or SR, Whirlwind/Roar, but only Physical wall)
Suicune (mixed wall, can Roar, but no Spikes/SR)
Swampert (Roar, Spikes/SR, but is more bulky than wall (albeit mixed))
Hippowdon (like Skarmory, but less Def for more SDef (not mixed though))

I have personally used a Swampert like that with great success. This is its moveset:
Swampert@Leftovers
-Impish-
Avalanche
Waterfall
Stealth Rock
Roar

Only bad part about Swampert is its 4x weakness to grass.

Correct.
In the case that a grass pokémon shows up, use Avalanche. They should attack first, so just hope that you survive. If you survive, Avalanche's effect coupled with Ice's super-effectiveness on Grass types should take the grass pokémon down.

Can Swampert serve as a mixed wall?
Chris!

It can take a few hits from both sides. "mixed walls" unfortunately are inferior to their non-mixed counterparts, but a bulky tank sweeper type like Swampert should work well.

Oh, I'm sorry, I forgot to post the EVs for that Swampert. They would look something like this: 252 HP, 116 attack, 116 Defense, 26 Special Defense
