I was just wondering if it is possible to catch the Red Garados that is mentioned early in the game?

Not that particular one, but you have a chance to catch a shiny Gyarados. (Which is red)

Interestingly, that scene and a lot of other things about DP alluded to a possible GSC remake. If that comes out, you'll be able to catch a Red Gyarados easily. Otherwise, pray for a Shiny, you have about a 1 in 1024 shot of running into one without the Pokeradar.

Without pokerader its 1/8150 chance.

Where did I pull 1024 from? Oh well, I'll make it up with a little on Pokeradar chaining. Pokéradar doesn't actually get you a higher chance at a shiny, it just lets you check 7 or 8 Pokémon at once, and at 4 times or so per minute you can get a shiny in 2 to 4 hours or so, depending on luck.
