list of items:
Macho Brace ( i know it slows down but what does promotes growth mean?)
lagging tail ( i know it slows down but does it do anything else?)
protector ( which pokemon loves it?)
iron ball ( i know it makes birds suck does it do anything else?)
reaper cloth ( which pokemon loves it?)
shed shell ( it lets you switch, does it let you attack first or something?)

macho brace doubles the ev's gained in each fight
lagging tail does nothing besides slow you down, not great, but could be used with trick room, or trick
rhydon LOVES the protector
when using fling, iron ball does the most damage
dusclops LOVES the reaper cloth
shedshell lets you switch when you narmally couldn't, such as if you are steel and facing an opponent with magnet pull

Macho Brace: while reducing speed, doubles EV gain.
Lagging Tail: just reduces speed. I am unaware of a secondary effect.
Protector: Put it on Rhydon and trade it, it'll evolve into Rhyperior.
Iron Ball: reduces speed, makes flyers/levitators... not flying/levitating.
Reaper Cloth: trade a Dusclops with Reaper Cloth, it'll become Dusknoir.
Shed Shell: if you're in a situation where you can't switch (Magnet Pull, Shadow Tag, Arena Trap), Shed Shell allows a switch.

With the 'crap' items, they see use on Trick Room teams (where slowest is best in that situation), are coupled with Trick (to screw the opponent over), or be used with Fling for strong damage. Loss of levitation usually is bad (what with losing Earthquake immunity and all), but one possible use is to plop it on Weezing, allowing it to soak up Toxic Spikes and get rid of them altogether. Pro doesn't make up for the cons, though.

only use the reaper cloth and protector to evolve those 2 pokemon. the other items are crap, except for macho brace, which could be used to train faster.

Actually, Shed Shell is useful on Skarmory and Forretress if you really fear Magnezone. Lagging Tail sees a very small amount of use on stuff that uses Gyro Ball on a Trick Room team (if both of those conditions aren't met, Leftovers is probably better in all cases).

Lagging Tail doesn't reduce Speed. It automatically makes you go second, no matter what your Speed is.

Even in Trick Room, you'll go last.

Well, I suppose Lagging Tail is helpful for already slow Pokémon that are using Payback or Avalanche.

Macho Brace does the same thing as pokerus, except pokerus doesn't reduce speed

You can transfer it over from R/S/E.

You get it from the family that you have to fight all in a row.

EVs are points you gain every time you battle something in-game. There's a sticky about them somewhere.

Basically, Macho Brace / Iron Ball exist for Trick Room slow down ness, Shed Shell is for Skarmory or non - EQ Forry if you're scared ****less of Magnezone. IIRC you can get Macho Brace in DP via the Battle Tower, but the Power Items are better for EV training.

Yeah, but besides that and making Substitute/Focus Punch slightly easier to pull off, it doesn't have much use beyond that. Well, that and allowing you to reallocate Speed EVs to another stat like HP, but otherwise that's about it. I'm sure there's other strategies you could use the Tail for (Fling, Trick), but you could use even more crippling items for those.
