I believe it's in the leftmost room in the Pokemon Mansion.

If you can't find it, giving your Riolu vitamins and just battling with it for an hour or two will evolve it. A massage can't hurt either.

thanks guys. this'll really help.......even though, while this forum progressed, i actually got a female lucario for breeding over the GTS (which was the original purpose in the first place). But this will help for the soon to come riolu's.
