He may not have a Jolly Nature, but I suppose he's still pretty fast. Go ahead and use Weavile as your starter.
And as for items:
Blissey: Leftovers
Lucario: Choice Specs/Expert Belt
Salamence: Choice Specs
Leafeon: Leftovers
Milotic: ...Leftovers(?)
Weavile: Choice Band/Expert Belt/Choice Scarf (maybe?)

stick with expert belt for lucario. He's got some major type coverage.

Since you're playing in DP and can't get Seismic Toss on Blissey, give it Thunderbolt to try and make up for the loss of reliable damage to everything and Calm Mind over Thunder Wave to actually do damage.
For this team, Weaville should probably lead, since a lot of leads have Ice moves for Salamence.
CB Weaville and Life Orb/Expert Belt Lucario is your best bet here, but you may want SpecsLuke for Blissey.

So my Blissey will be:
Blissey lv 100
-Bold-
Softboiled
Stealth Rock
Thunderbolt
and Calm mind
And my items are:
Blissey: Leftovers
Lucario:Expert Belt
Salamence: Choice Specs
Leafeon: Leftovers
Milotic:Leftovers
Weavile:Expert Belt
I have some questions:
~ Why would Life Orb do any good? Doesnt it like, lower HP every move?
~ What does ' specs' mean?
~ I cant find the ol man on route 225 for the belts. Can you help me?

OK, well, specs are short for Choice spec, as you might hear, specsmence is tossed around, it means that it is a salamence holding choice specs.
for the man who gives out belts, is he the one near pal park? if so, then exit the pal park and go left until you can go north into some grass, go up and find your way through the grass and the house is there, go in and speak to the guy, he'll say: "today's number is __", then go and get a pokemon with a level to match the number, put it in the front of your party and go speak to him, he'll give you either: Black belt, Expert belt or a focus sash.

Life Orb increases your power by x1.5, at the cost of some HP.

Life Orb increases power by 1.3x, at the cost of HP.. Choice Specs and Choice Band increase attack and sp attack by 1.5x respectively.
My bad...Choice Band increases attack, and Choice Specs increase sp. attack.

OKAY!!! For those who want to know, read carefully.
Life Orb - 1.3x Damage for every attacking move, but 10% HP is lost everytime a move connects.
Expert Belt - this does 1.2x Damage for each attacking move that is super effective.
Choice Items - These deliver a 1.5x boost in a given stat, but has the side effect of only allowing the first move that the pokemon used.
Choice Band - 1.5x Atk boost.
Choice Specs - 1.5x S.Atk boost.
Choice Scarf - 1.5 Speed boost.

Without Seismic Toss, Blissey isn't going to do a lot of damage even with Calm Mind. Thunderwave is a lot better for it. Your original moveset was fine, although you can still use Thunderbolt instead of Ice Beam if you want, or you can forget direct damage altogether and replace it with Toxic.
