where has he gone and what does he do?

He's in the bottom left house of Eterna City.
And yes, he checks your dex.

no. If you catch all 488 pokemon he gives you that item that evolves porygon.

you could trade on wi fi or migrate from a different game

The only way to get Johto starters is by either transfering or trading.
