what are the best moves for a hitmonchan or hitmonlee?
which out of hitmonchan and hitmonlee is better?
and is it true that they were named after jackie chan and jet lee?

Actually, they were named for Jackie Chan and Bruce Lee. (Jet Li has a differently spelled last name, and besides he wasn't known in the States in 1996/7)
Hitmonchan is probably a bit better, since his punch moves get a nice boost from his new ability.

Iron Fist increases the power of Punch moves by 20%. This means that Ice, Thunder, and Fire Punch are 90 BP moves for him, Mach Punch is 72 with STAB, Sky Uppercut is 153 BP with STAB, and Focus Punch is 270 BP with STAB.

i dunno about a forth move, but id go with ice fire and thunder punch for hitmonchan.

Close Combat has more power and accuracy than Sky Uppercut, so use that instead.

No, it has to have "punch" in its name. Focus Punch gets up to something like 165 BP without STAB, making it kick total ass.
As cool as that new ability sounds, it's unfortunately only a modest stat gain in the Punches. Medicham is a more powerful Puncher still, while Hitmonlee is the more powerful Hitmon and Hitmontop is the coolest, best Bulk Upper, and most fun Technician abuser.

Close Combat has more power and accuracy than Sky Uppercut, so use that instead.Close Combat also lowers defense and special defense, while Focus Punch gets the Iron Fist bonus resulting in HUGE power when it connects, so I'd say it's a close call between the three of them.
If you want good power, decent reliability, and good defenses, pick Sky Uppercut. If you want great power, great reliability, and bad defenses, pick Close Combat. If you want incredible power, bad reliability, and good defenses, pick Focus Punch.
For Hitmonlee, I'd go with:
Limber ablity
Brick Break
Stone Edge
Endure*/Blaze Kick
Reversal/Close Combat/Bulk Up
*Only use Endure when using Reversal.
For the 4th slot, if you're not using the Endure/Reversal combo, I recommend either Close Combat for extra power when low on health or Bulk Up for some good stat increases.

id say that, if you have very good predictability for when an opponent switches out, use focus punch. otherwise, use close combat. Hitmonchan, though it has good sp. defence, does not have many powerful moves. if you're not good w/ focus punch, you're gonna want another strong move to back you up. If you feel too cautious after using CC a few times and you think your defences have been drawn too low, just switch out.

With the Iron Fist bonus, the elemental punches have 90 base power each. Added in with Hitmonchan's 105 base attack power and a good chance of at least one of them being super effective, and that's some pretty strong backup, enough to consider using Brick Break if you don't feel comfortable with Focus Punch or Close Combat.
