Empoleon: I can't help too much with EV spreads because I'm not familiar with Empoleon. Leftovers for the item, though, unless you feel a bit short on Leftovers stock, in which case a Life Orb or Wise Glasses wouldn't be a bad alternative. Offhand, Modest would be a decent nature, but I've heard of +SpDf natures doing well for it as well.
Dragonite: Yache Berry cures only confusion (I think), but Lum Berry cures all status problems, incase someone tries to cripple you before/during Outrage.
Skarmory: Leftovers and Roar (Whirlwind preferably but that needs to be bred on).
Infernape and/or Electivire needs Flamethrower/Thunderbolt respectively to handle opposing Skarmory. Their physical STAB moves won't do much to Skarmory, and your only Special options (Empoleon and... Blissey) aren't going to kill it very quick either.

There really is no good nature for a mixed one.

Mix Infernapes usually run Natures that lower defense while boosting one of the attacks or Speed. It's not going to live too long anyway so the loss of defense isn't too important.

You switched your Infernape to a special sweeper to take out Skarmary, so you should switch Electivire back to Thunder Punch.

Also, you have to change your Infernape's nature if you're going to use it as a special sweeper. Use a Timid/Modest nature.

I was looking at some calcs, and found this.
Assume Electivire has a nature where neither its Attack nor its Special Attack is boosted or reduced. Then assume both of them have max IVs and, for the sake of argument, EVs.
That gives Electivire 345 Attack and 289 Special Attack. Thunderpunch has 75 base power, Thunderbolt 95.
Against a pokemon who has an equal amount of Physical and Special defense, Thunderbolt actually does just about the same, if not slightly more, damage than Thunderpunch on Electivire.
But it's up to you. Bolt is best used against the likes of Skarmory, Punch is better suited for pokemon like Milotic. Also, if you do use Bolt, Lonely is the standard nature, with some EVs spread out among its HP, Speed, and both its attack stats.
As for Skarmory, give it some EVs in HP and Attack, with relatively few in Defense as it has enough as it is. Consider throwing some into its Special Defense as well.

you shouldn't give Empolean speed EV's even with those he is still very slow. Also don't give Blissey EV's in sp. defence put them in defense so it isn't owned by one physical move. Also lead with Electrivire.

I think Wej meant to switch all 252 of Blissey's Special Defense EVs over to Defense.
For Empoleon's EVs, I'd give it 252 Special Attack, 252 HP, and 4 in a defense of your choice. If you're going to split EVs pretty evenly between Defense and Special Defense, it's better to put them in HP, which helps against both kinds of attacks.

I'm looking at Empoleon's moveset, and thinking Agility might work better in place of Flash Cannon. While it does get STAB, the only type it can hit well that its other attacks don't cover is Ice, and you won't find many of those fighting Empoleon. Besides, Surf already fills in the "reliable STAB" role, and is more powerful than Flash Cannon. Also, seeing as your Empoleon's moveset is suited for the special sweeper role, and Empoleon's speed is less than desireable for that role, Agility in my opinion is worth consideration.

Throw all of Blissey's EVs into HP and defense. Its special defense is already high enough, and Blissey needs all the help it can get with its defense. So, the EVs should look like this:
252 HP 252 defense 4 sp. atk.
