Do you mean the best out of your list? If so, I'd have to say PS1. Sure it may have been a little choppy, but it had so many good, innovative games(especially rpg's). Things like FF tactics, FF7(and 9 for that matter),Suikoden 1&2, RPG Maker(the only one I liked tout of the 3), Alundra, DragonQuest 7.... the list goes on.

However if you weren't talking about just those systems, I'd have to go with the Super Nintendo all the way. The list of excellent classics on this system is immence. Crono Trigger, Earthbound, FF4 and 6, Super Mario RPG, super adventure island 2, mario kart... I could start ramblin' again, but you get the picture.
