Give pikachu the light ball.
What are there natures?
Don't evolve pikachu and give it the light ball.
I can't rate any further until you post natures

Also I think you should refrain from using more than 2 attacking moves of the same type.

The only reason I put 2 water type moves on Kyogre is because when your HP is low, water spout won't work well, where as when your HP is high, it works much better than Surf.

...so this is basically an Uber team, with a Pikachu randomly thrown in there?
Okay, I'll go for it, why the hell not.
First off, something tells me you don't play competitively, or you play against people who don't play competitively.
Darkrai: Dream Eater isn't that great, as your opponent will most likely switch after falling asleep. Bad Dreams does good enough in that respect. Replace Dream Eater with Focus Blast - there aren't any Fighting or Poison Ubers, Fighting or Poison-type Arceus aside, and about half the Ubers resist Psychic anyway. Focus Blast is just in case you come across another Darkrai in Ubers.
Pikachu: honestly, its going to get its ass kicked in Ubers without a Choice Scarf to outspeed some things. Best thing I can see going for it is maybe a Scarfed Thunder in Kyogre's face and pray that Kyogre isn't Scarfed too.
Deoxys: You might as well just make it the Attack Form and plop a Life Orb on it. Thing's dyin' in one hit as it is. Replace Psycho Boost with an attack that isn't a Psychic, Fighting, or Ghost type. Again, Deoxys won't live long enough to get a Psycho Boost in, nor are stat boosts common in Ubers. Also, put something stronger in place of Brick Break.
Arceus: I see you've made it the Electric type. Fine, I guess.
Kyogre: lol Sheer Cold. Earthquake is a bit of a waste in Kyogre's moveslot, really the only Ubers it'll super-effect is another Electric Arceus or Dialga, and other ground weaks can get torn apart by its other moves. Set needs Ice Beam. Also, Thunder over Thunderbolt due to Thunder's 100% accuracy in Rain. Basically, put in all Special moves and throw in a Choice Specs or Scarf.
Mew: I don't know what to say about this. Transform is novel but may find use in certain situations. Metronome is good for a lol or two but unreliable. Overheat... just no.
Lastly, you need to post the natures of these guys ('cept for Pika; PBR Pikachus have the Hardy nature). Random plates everyone aren't very great either; Life Orb, Expert Belt, the Choice Items all do a better job here. Also please say you know what EVs are, or else this Uber team could very easily go down against threats like, I dunno, Jumpluff and Skitty for instance.

I didn't say it was a bad thing and I was talking more about Darkri.
I don't think we can rate them proply until he gives us there natures becuse unless he has a hacking device can't be changed.

Okay, to answer some questions...I DO know what EV's are. The reason that Pikachu is in there is just because of the fact that it knows surf. And for some reason my Kyogre is unaturally strong... I've been in maybe 1 or 2 tournaments tops and my kyogre has done great in them. The reason I chose thunderbolt over thunder is because of its PP plus its a fairly strong move
since it's on level 100 it's sheer cold goes thorugh pretty well.
I will probably change Mew's Overheat to something a little more suitable (im taking ideas)
Okay; Here are the natures
Darkrai: Adamant...Stats: HP:344, Attack:306, Defense:216, Sp.Atk:275, Sp. Def:216, Speed:286
My Pikachu was affected by an AR when i was putting stupid cheats (Run thru walls) and i cannot find it at the moment I will list its stats when I hopefully get it back
Deoxys: By the way he has a twistedspoon...not a mind plate... Lax...Stats: HP:304, Atk: 361, Def:149, Sp.Atk:336, Sp.Def, 144, Speed: 361...Yeah I better make this one an attacker...
Arceus: Adamant...Stats: HP:444, Atk:372, Def: 276, Sp. Atk, 248, Sp.Atk:248, Sp. Def and speed:276
Kyogre:Modest...Althogh Kyogre's stats may look weak...he does excellent in battle...Stats: HP:348, Atk:225, Def:216, Sp.Atk:369, Sp. Def: 316, Speed:216
Mew:Careful...HP:366, Atk and Def:261, Sp.Atk:234, Sp.Def:287, Speed:238
I do like to use and battle against ubers...and for that reason I made arceus like he is: His type combined with his attacks show no weakness against any other uber/legendary

I'm too lazy to check up on what the Lax and Careful natures affect, but Adamant nature is really, really poor for Darkrai and Arceus. It boosts the attack stat neither of them use, while reducing the Special Attack stat both of them rely on.
Modest on Kyogre is great, though, especially if you plop a Choice Scarf on it (well, looking at that speed, it really needs a Scarf).

Im thinking Arceus and darkrai will be okay considering the fact that Arceus has very strong attacks (Judgment is almost always a one hit KO) And darkrai is practically undefeatable in a double battle thanks to its dark void/bad dreams/dream eater combo (that damage adds up if you know when to use it) but i will probably put some kind of scarf on kyogre...im gonna check around on scarfs and see which ones would be better

10 PP for Thunder on Kyogre is plenty for competitive battles where you get your PP restored after each battle, especially when the attack has 100% accuracy.
Instead of Metronome or Overheat, teach Mew Softboiled.
Evolve Pikachu. Even though Raichu can't use the Light Ball, it's special attack base stat only drops from 100 to 90, and the increases in HP, speed, and defenses more than make up for that.
For a surfing Pikachu/Raichu, I prefer a moveset that includes Surf, Rain Dance, and Thunder, although you may also want Thunderbolt for the times when you can't take the time to set up Rain Dance.

I don't know what you mean "which scarf would be better". Rick was talking about the Choice Scarf.

Well I guess not just scarfs...but stat-boosting held items (Choice band, Scope Lens, etc.)
