No, you can't. It's like Groudon/Kyogre, they can only be caught once.

You have more than one chance to catch Palkia/Diagla Im not sure who but some NPC tells you when either of these pokemon reapear.

what i did when i went to catch Uxie and palkia, was i saved the game b4 i battled them then i battled them and i looked 2 c which moves would take the most damage without killing them, is this a good strategy???

Yea that can work but before you try out your moves try using a quick ball it may just catch it.

Saving before a battle is proboly one of the wisest move you can make when trying to get a good pokemon.
