It doesn't really matter, perhaps besides the number of moves for a particular category (Beauty, for example) a pokemon could learn.
Just feed it poffins that'll boost the characteristic you want and give it a moveset that'll work well in a 4-turn timeframe (for instance, Quick Attack + a move that gives +2 for going first works well). Other than that, it doesn't really matter if you use a Togepi for the cute contest or an Exploud.
I'm using these pokemon for the contests, for example:
Cool: Charmander
Cute: Pichu (Nasty Plot + Return can do well if you end up going first on the Return turn)
Beauty: Cyndaquil (lots of Special attacks are of the Beauty category)
Tough: Totodile (Scary Face + Crunch can be a good combo)
Smart: Bulbasaur
As for generic moves, Protect would be a decent move if you can use it on a judge with no voltage (+4 if that's the case). Moves like Dragon Dance and Nasty Plot work well with some moves too if you can strategize it right.

If you really want to, just raise 5 different Smeargle, give them Poffins, give them the scarves and Sketch the moves.

In addition, Milotic are good ideas for Beauty contests because you need to max out Beauty anyway just to get one.
