With Elekid you could try Thunder Bolt or Toxic

Elekid actually has slightly higher Special Attack than Attack, so Thunderbolt is better than Thunderpunch. Unlike Electivire, Elekid can't learn Earthquake. I recommend using Psychic for the 4th attack.

Taking out Giga Drain on Budew defeats the purpose of using Big Root. Keep it, but I recommend replacing Water Sport with Shadow Ball.

On Riolu, I recommend Brick Break over Force Palm, but if you don't want to use your Brick Break TM, Force Palm is fine. To go with Brick Break / Force Palm and Return, I recommend Earthquake and Screech.

the weatherball set for budew can be pretty cool with sunny day

mantyke -> Mantine = special wall
item: leftovers
-confuse ray/protect
-toxic/protect
-aqua ring
-surf/ice beam

may require some prediction on the switch

substitute can work pretty decent in stead of protect if chosen and given some EVs

force palm? Lucario will need close combat or at least aura sphere

This is his baby party which means he will not be elvolving his pokemon.

Rioul can't learn Aura sphere thats why his using force palm.
