By using an Action Replay hack so you can go to Faraway Island via the Old Sea Chart to catch Mew. It's at level 30.

You can only get Mew in FireRed/LeafGreen by AR these days.

They also had a Mew give-a-way back in either April or May of this year as a special Nintendo event at all Toys'R'Us.
