Baby Pokemon like Togepi, Pichu and others? Some of them are usable with attacks. Some are cute, and its fun to have.

They're just there to be cute, more or less.

There's a couple of instances where baby pokemon can learn a move its evolutions can't.
Pichu learning Nasty Plot is one example.
Wynaut learning Encore is another.
...that's all I got.

Not to mention the famed Volt tackle, also with baby pokemon, since your starting them out with chances for large wads of cash you can raise their EV's at an earlier state, therefor when they grow, they could even surpass their parent pokemon, provided you fed them a lot of vitamins. and gave them exp shares. BUt it all depends on what your going for. I breed and train, I'm always trying to make pokemon surpass its previous generation.
