Probably because whinny 8 year olds complain the cool poke legends are hard to catch with there stupid 3rd grade brains.

A trend that developed in Ruby and Sapphire is that the Level 70 and above legendaries are easier to catch than the legendaries you get at a lower level. It also depends on what balls you are using and how you weakened it. I don't quite understand the catch rate thing, though. However, roaming pokemon are generally the hardest ones to catch.

The lake pokemon, Heatran, Cresselia, and even Rayquaza have the same catch rate (3).

In fact, the legendaries you're supposed to meet in Ruby/Sapphire (Groudon/Kyogre) have a lower CR (5) than Dialga/Palkia (30).

Rayquaza is the green Dragon/Flying type on the box of Emerald version. You can only catch it in R/S/E, then you need to transfer it via Pal Park.

If its cresselia you want go to canalave city and to the very south western area. Talk to the sailor and he should say his son is sick. go inside and talk to the sick boy he'll mutter something like "dark" (darkrai maybe?) anyway talk to the mom and then go back outside. Talk to the sailor and he'll allow you to go the cresselia's island to get some item (forgot it's name) to heal his son. Walk through the place and and you'll find cresselia. I highly reccommend that you use your poketch to keep track of cresselia because when you talk to it it will flee and you must chase it like mesprit or latias (r/s/e). Anyway it will drop the healing item when it flees.
