I have a question about Experimentals. What do you look for to conclude if an experimental forum has passed or not? Is it threads, posts, number of users who posted, views, or something else? And what is the number of whatever it is you base it on the forum needs to pass?

It depends on how much activity there is. There's no fixed number of anything. Obviously one person making all the effort won't be enough to class as active though.
