I was not talking about Floo powder. A note was sent via a flash of fire (which came out of mid-air) and nothing went through the fireplace. I believe a phoenix feather accompanied the note.

That communication doesn't count. It was a type of magic employed by fawkes, so anyone whom the phoenix wanted to help out could have done it. All Mrs. Weasley did was write the note; it was fawkes who delivered it. Because of that, any wizard or witch could have done it. What we're talking about is communication methods that only the Order can use.
