I didn't think that there was a thread asking this so I thought that ppl should debate on who on earth is or was R. A. B.

Try this: Regulus A. Black

1. R.A.B.'s note is addressed "to the Dark Lord." In the books, it is those who are and have been Death Eaters who address Voldemort as the Dark Lord. (Oh yeah, and Trelawney's prophecy, but that's a notable exception.)

2. Also in the few international versions where Black has been translated (to Zwarts and the like -the Dutch one, btw) the infamouse initials are R.A.Z., R.A.S. and the like. The point is: they always match.

3. That would go also a ways towards explaining why what can presumed to be the real locket was found at No. 12 Grimmauld Place while everyone was cleaning out the living room.

...also a heavy locket that none of them could open...

In some interview, Rowling all but confirmed that that was the locket when asked about it.

I thought there was some reason why it couldn't be Regulus? Like he's been dead for a long time or something...

He has. But it's entirely possible that the real locket was snatched many years ago.

What is known is that after Regulus left the Death Eaters, he lasted for only a few days before he was killed. Karkaroff stayed alive for over a year, granted the Death Eaters were laying low for part of that, but the fact that Regulus was killed so shortly afterward is also suspicious.

It has been proven that it is Regulus. I completely forgot how though, I know it had something to do with translation of names.

You are actually wrong. I'M R A B, it really stands for Randy Alexander Bunderall. But no, It is Regulas, I know of that interview that one speaks about. I think the A is red herring that Rowling threw in there for us to think about, then again, she's done this before, the whole familiarity thing. Remember Mark Evans.
