Doesn't matter if he got a lot of yes votes in the sticky thread in that forum, since it counts for more or less squat. Those votes are only there to give an indication of how the member is viewed in the forum by the members.

Yes, though I'd imagine they'd only really be taken into consideration in the member failed that vote by a stretch. But then again I can't imagine a situation where a member would fail the forum vote and pass the mod vote.
