Not only has he repeatedly asked if he can be a mod, how he can get nominated etc (which doesn't help in itself) but he was banned for repeatedly flamming and spamming (all the time claiming that he is, in fact, extremely mature and that me and FierceDeity are the immature ones). I don't understand how he still thinks that him getting nominated is even a remote possibility.

An IP address is sent from the particular computer he is on (or specifically the internet connection, but most people only have one computer to a connection). If he goes to another computer then he can still log on.

But most of the forums that are empty anyway rarely get nominations- because there's rarely a mod in there is make nominations. The vast majority of nominations are made by moderators for a forum that they currently moderate. So that theory doesn't work quite so well :P

Moderating a forum that you have no interest in is incredibly boring, and you have nothing to gain by doing it. Secondly, if a new game comes out in a series that the mod hasn't played then they often ask for another mod to be joined that has played the game, or else they will drop the forum if they haven't played the game that is the subject of most of the topics. Usually for the same reasons mentioned above, and also because many moderators will accept when they are not in a position to actively moderate a forum well. Finally, moderators are not there to be game advice gurus who know everything about the game. They are there to enforce the rules. And you can usually do that regardless of the forum that you are actually moderating.

Go and have a look in the Halo forum- the mods in there both have the game but only ever post in the forum when someone breaks the rules. There's nothing wrong with that.

Of course there are certain examples where it would greatly benefit the forum if the moderator did have an interest in the topic. I'm sure a lot of the forum only games would fall apart swiftly if the moderators didn't know how to run them. But with regards to Guys and Gals yuo are getting mixed up with participating in the forum and running it. I was giving advice in that forum long before I became a moderator. The moderator in there at the time rarely gave advice, but just made sure that the forum didn't collapse into chaos. And that's really all that's required. Of course someone who just said "I say bang her" would be unsuitable as a moderator for that forum, but someone who cared that little who was a mdoerator just plain wouldn't look twice at the forum- never mind offer to mod it.

Nice Signature. But, it's not all that. I get money to actually buy things that are fun. Try getting a $500 remote controlled car, with a $400 motor (these things go 60 MPH and are fueled by nitro).. Those things are fun. :D That's why I chose to work.

Requesting to mod a forum will only set you back.. Don't request. Just be helpful in the forum you want to potentially mod, and hopefully, a mod will nominate you.. But, as I said, don't ask. :P
